Answer

Timing required to refinance doesn't usually matter. Used car loans are a little higher generally. Check with savings and loans, credit unions, banks and others to see if you can get an improved rate. They will look at your credit rating, so make sure that you are paid up on time and that you do not owe more than your income can justify.

Do you have a lien on your home? If a lien is placed on your home, you will not be able to refinance to pay back taxes.

It all depends on your current rate and your situation. Rates right now are at historic lowes so it is a good idea to refi, if it will benefit you.

Answer

yes - as long as she get's them the money to pay it off any way - before they get the car she will be ok - she can trade it in, pay it off with cash, refinance it, etc. The trouble is if she is behind on the payment, other auto lenders are probably not going to want to lend her money on another car. THey will want to know if she can't pay that one, why/how will she pay us.

Answer

You keep the title. It should show a leinholder listed below, under your name. The new lender doesn't actually need to have the title, as the new lender will release the lein after the payments are made in full. You will then be issued anothe title, showing you as being the sole owner of the vehicle. This is what they refer to as a "clear" title.

Yes, if you have the equity. However if you have a pre-payment penalty, you will need to wait until that period passes. Otherwise, you will pay a substantial amount of money to the original lender.

The lender should require that all the owners of the property sign the mortgage. Otherwise, if there is a default the bank can only foreclose on the interest of the party who signed the mortgage.
